Hmm..not sure what method he used on the background and if it is a real one or not. Looking at his roughs, I suspect not though, cause the background is a bit more detailed in the finished product, which it wouldn't be if he was using a brush effect on a real photo.
As to the characters, those are Brawyn and Naomi from the Chisuji story...

So...we did a new poster for some conventions we are hitting next month..and I am posting the small version up here for feedback.
Edit to add - Couple of things I want to find out:
Should the photo in the upper left corner be blurred as this poster will be sold conventions I am a Guest at?
How does the context work in the poster, is it fairly straight forward what is going on?
Please let me know what you all think.

Heya again! We are working on a project to do a poster that will go along with a plushie we have made to sell at a convention. The poster is of this character:
SHORT BIO
Chisa Masami is a psychic girl assigned to the team during Kyoshou and Torao’s manipulation of personnel request procedures. She is about 9 - 10 years old, long black hair done in a Kasumi style ponytail, wearing a school institutional style dress and a blue police jacket with a Psi emblem patch on the sleeve. She has gray eyes that look unusually solemn; a quiet, resigned expression on her face.
As far as anyone knows she is mute, communicating mentally through physical contact. She normally draws, which may be a hobby with the exception that she can draw images of events that she discerns with her psychic powers, past, present and future.
Here is a rough draft of the sketch we will use for the poster...I'll post a small finished version when we are done. Comments appreciated and welcome!
