Multiply (in certain instances Linear Burn or other options, depending on how I want it to look)-and I use a separate layer for each color. This is probably where having 4 gigs of RAM comes in handy.

First two pages.
Few little factoids about it:
Originally, the walls on the second page were also peach-colored, however I discovered it didn't look very aesthetically pleasing so I change it to a light blue color.
For the "transparent speech bubbles" I used an overlay filter and I think 50% opacity, I placed it above all the other color layers as well.
I use layer groups as a way to better keep track of the sets of colors, so I have a layer group for the girl, for the boy, and for everything in the background.
I use one of two techniques to colorize things-I either trace the inside of the item, use the fill tool, then trace the area that the fill tool doesn't cover or I use the magic wand and elliptical selection tools for certain areas as well-usually areas that have very clear boundaries to them, obviously.
The "blush" effect is achieved by covering the blushing area then adding a Gaussian blur effect then adjusting the opacity so it isn't too strong.
I've also decensored the comic, it was fairly simple since it was only some white bars-compared to Democratic Empire 2 which used mosaics. I did some experients with copying over art from other uncensored mangas and doujins with varying degrees of success. If I ever manage to uncensor the whole thing and make it look descent I'll probably post it.
I just got Bioshock 2 so there's no telling when I'll find the time to continue, although I'd like to complete at least the third page soon so I'll "catch up" to the title page.

I'm sure there are a few people on these forums who will find themselves inexplicably quite interested in what will come from the second attachment.
And yes, I know the "tagline" is really tacky but I felt I had to put something in the empty space.

I've been having trouble getting BioShock 2 to run on my laptop, despite having a GeForce 9800M GTS graphics card which should be lasting me through this generation of computer games. I need to be resetting back to Vista or upgrading to Windows 7 proper soon anyway so I'll probably see if it works better then. Gotta see if I can find my factory restore disc lying about someplace.
Anyway, been making some progress on the next page of Cherry Baby and done a bit of work on the Lucky Star doujinshi as well. There's one bit that's non-hentai but and translated at all-I wonder if there's anyone willing to take a shot at translating that part so there'll be a complete translation? I've got a start on cleaning up the text-although it may be a bit strange since the translated pages don't bother cleaning up the SFX bits, instead opting to just add some regular text translating the SFX-which is often just descriptive rather than attempting to find the "English equivalent".
Anyway, so basic progress report-I'm almost finished with the third page of Cherry Baby so expect that soon probably-the fourth page is just the title which I've already posted so I'm not sure it would be worth reposting anyway. lol
Edit: Did a couple of single frames from Loliplex. Experimented a bit with lighting and adding a photograph-based background. Also, last minute addition I almost forgot-an overlay effect for the glasses.
Edit 2: A little test for a different shading technique-I don't personally think it was all that successful-or at least it didn't cut down that very much time from the process.
I'm also uploading a version using my usual technique.

I went ahead and redid the cover page with my new technique. It basically involves copying the main b&w layer twice-one of the copies goes over everything and uses a "Color Burn" blending effect-it is also blurred a bit to make it look less "inked". The other copy I only have so that if I mess up I still have the original drawing. With this one I adjust the brightness/contrast until the mostly only the hard outlines remain. I then do some tweaking here and there were I think the effect is too harsh or, in rare instances, not harsh enough. In my last one I also restored some of the lines by hand-here I didn't as much, I didn't feel it was quite a necessary.
Also a note on page 3-the semen bit was a little tricky, it's a combination of a white saturation effect and an overlay effect with varying opacities. I have an entire layer group named "semen" just because I had to use so many different layers for the effect. lol
Anyway, here's the next three pages, I might have the fourth up soon as well since it looks kinda simple.
With the coloring it becomes very obvious that the inking much less complex after the "intro" part.
Edit: Finished page 6.
Edit: And a little something extra from the next page-she only makes a couple brief appearances, but she's rather cute nonetheless.

Sorry I haven't been posting, I've been in the midst of preparing my laptop to be restored to factory defaults since I've been using Windows 7 RC and I need to revert to Vista (good 'ole Vista. It's nice if you've got the right system specs). I may post some drawings I've done and colorized sometime in the near future but most of it is kinda rubbish (been watching too much Red Dwarf and Doctor Who lately and I think I'm turning British). I did a bit of shading but it's all automatic using inner shadows and inner glow and some of it looks a bit off.
Anyway, I've deactivated my copy of CS4 Production Premium so until I reboot and reinstall everything you'll probably not be seeing anything new except maybe my drawings which are already done.

My external hard drive where I've been storing all my WIPs has gone haywire so I probably won't be able to get access to any of it until I manage to be able to afford a port to hook up the HD itself to my laptop.
In the meantime, I'm loading up some other stuff to my main HD and working with that.

I recently uploaded my Democratic Empire 2 colorization to the E-Hentai gallery and I've been getting some negative ratings on it. I think it may be because of the handful of pages that I colorized pretty poorly. I sampled the shadow colors from the cover art and I think that was a mistake because using the samples tended to make the characters look pretty orange.
I took the isolated artwork images and did some color replacement in Photoshop and here's how it turned out. I can't really do quite as much with them as I'd like since I still don't have access to the raw files on my out-of-commission external HD.
I'm still not quite sure about Garnet but I think I did pretty well on the other ones.
I've got another single-frame colorization in the works as well. I took a break from working on it to color-correct these ones.
