NOTE: The game will only run if your OS language is set to Japanese. Changing just the system locale to Japanese is NOT enough to run the game. So you either have to download the Japanese language pack for your OS, install and activate it, or install a Japanese Windows XP as a Virtual Machine.

Here is a summary of what I did to make this game work =) Again thanks to the contributors above!
In your regular OS:
1. Download VMware Workstation to set up a virtual machine. You will also need a Process Explorer (technet [dot] microsoft [dot] com/en-us/sysinternals/bb896653).
2. Download a Japanese OS. (I googled and found XP Japanese Home edition somewhere. It works with the game.)
3. Download DAEMON tool lite so that you can mount the game iso and Japanese OS iso later.
4. Mount the Japanese XP iso with DAEMON.
5. Create a virtual machine with Japanese OS (takes about 45 minutes to install).
6. Drag the game iso + DAEMON tool lite + Process Explorer files into the Japanese XP's desktop you just created.
In the virtual machine you just created:
7. Install DAEMON tool lite.
8. Mount the game iso with DAEMON and install the game.
9. Install Process Explorer and turn it on.
10. Load the game.
11. In the first pop-up window, it asks you to update the game. DENY IT by pressing the いいえ button on the right.
12. Then you should see a screen that prompts for a serial. Go back to Process Explorer and you should see something like the screencap here (desuchan [dot] net/tr/src/1295695954012.jpg)... suspend the first PICO.exe
13. Now you press the center button with the words 体現版 (which tells you that you can play 3 minutes demo version). By suspending the first PICO.exe earlier you can bypass the 3 minutes limit.
14. Now you can enjoy the game~!

Note that you may also use VMware Player or VirtualBox which are completely free VMs instead of VMware Workstation which is not free and would require cracking.

The VMware Player/VirtualBox and Daemon Tools Lite are free and should be the first result on Google.
I'd still suggest you keep your VM disconnected from the internet and don't do any update to prevent your serial from being invalidated, enjoy.
UPDATE: If you get a prompt when you insert the serial, click the right button and you will get a screen with 7 sequences of numbers in red and 7 empty text fields. Go to hxxp://www.nadsoft.com/cert and enter the red numbers in the fields (fill in that page's top-to-bottom fields with the red number sequences from left-to-right, pretty intuitive), then click the button. It'll return a page with another 7 sequences of numbers which you then enter in the game's offline authentication system.
