Short answer, yes you can.
Long answer, yes you can, BUT it won't find any .bsa or .esm files to open, so you'll be working with a VERY limited set of tools, possibly even a nonfunctional set. TES CS needs at least Oblivion.esm to run or open the full set of tools so you can actually edit stuff. Or Morrowind.esm if you're going to run TES III.

I got a problem. When i put your mod in oblivion it doesn't work. I follow the readme and put the folders and file in the data folder of the game. Then when game starts i activate the mod file from the menu, but nothing happens. I don;t get new textures or child race. What am i doing wrong? Do i need another mod to run this one? Question

BTW do i need to install the expansions or it will work with the original Oblivion only?
