If you've collected all the items, then an option will appear at the bottom. Click it, then choose the second option both times.

I deleted this game awhile back, but if I remember right, I think the one place that you visit that was outside was important for some reason or another.

I have all itens except second record item, and the only person around seems to be the caretaker.

I was right before, go outside to the bottom right building then when it shows the lock go to the tool box and select the keys and the door opens. After that you have the option to advance.

Well, you're supposed to have all the items collected before you do, I was just showing how to make it show up. lol
