I've always been a fan of Eiko. When I first played the game and saw her my eyes futzed on me and I thought she wasn't wearing anything under those opened pant legs and funky shirt. that just made me go wtf at every scene with her untill someone pointed out that she was wearing spandex or something.

Despite what Anyien says, the cut-off point of a loli has nothing to do with their age - and since it's against the rules to mention a characters age, you should edit your post - and everything to do with their body. Since the game clearly portrays her with breasts, she isn't considered a loli.
Oh, and that last one is Kingdom Hearts, not Final Fantasy, so it shouldn't be in here either.

Actually. The best way to tell loli/not-loli is the amount of physical development. This is how elves who are, story wise, or more years old can still qualify as loli. Thus, depending on how the author depicts Yuffie she could be loli or she could not. is loli enough that she could have loli'ish physical development, but is also old enough to easily bypass loli-ness.
