As tsurutsuru said there's a new version of NTLEA out that has win7 64bit support, it's the 0.87 beta version. link is on page 3 in this thread.

tsurutsuru:
Bastille: March 23, 2010: Both my systems have migrated over to Windows 7, one running 32-bit and one running 64-bit, and I run applocale on both just fine. Same as Vista, can't assure compatibility for everyone, but I didn't tear apart 7 the way I did Vista so it should be fine. NTLEA however is not compatible with Windows 7 64-bit. Have not tried it with 32-bit yet.
I don't have windows 7, but which version of NTLEA did you try?
You can get v0.87 from the official page, it mentions something about windows 7 in the readme but I dont't read chinese:
hxxp://galstars.konosekai.com/download/NTLEA/index.html
There is also the NTLER which I haven't tried:
hxxp://galstars.konosekai.com/download/NTLER/index.html
Further note: I tried downloading the .87 version, and my virus scanner went ballistic. I don't know if anyone else has had problems, but I'm leery of continuing with this link.
Also, I tried using the NTLEA downloaded from the beginning of this thread (on WinXP SP2) and my computer couldn't seem to find an .exe file to run. Any fixes for this?

The problem is that more and more games refuses to work with Applocate.
so to run those you are forced to change your locale to Japanese, otherwise you will never be able to play them.
And we actually have downloads links for Applocate in the first post in this thread.

Anyone had any luck running games on Windows 7 Pro? I used to be able to run on XP with just the font support set (and I've heard Vista was the same), but it is my understanding that MS, in their infinite wisdom, now supports multiple country fonts only for 7 Enterprise and Ultimate.
Is there an app out there that circumvents this? It sounds like Applocale doesn't run on 7.

^ My 7 Home edition runs perfectly fine, Ultimate, Pro and even Starter should too. Make sure you've followed the steps on Gumbai's thread, I'll copypasta it here as it should be easier to link to in the future (scroll down to the Win7 section):
Japanese Language Support
Japanese games are written using the Japanese version of Windows. You do not have the Japanese Operating System and you must make a few small changes to run these games on your computer. There are three popular methods in use to support the operation of these Japanese games.
1. Enable Japanese language support by changing "Language for non uni-code applications". (the system remains English)
2. Download and install "Applocale" (Microsoft application).
3. Download and setup "NTLEA" or "NTLEA 64" (processor dependent).
These instructions only address method #1 (changing "Language for non uni-code applications"). Why? Method #1 works 100% of the time. Methods #2 and #3 do not. You will need administrator privileges to complete these procedures.
For Win7
1. click 'Start'
2. click 'Control Panel'
3. click 'Clock, Language, and Region'
4. click 'Region and Language'
5. click 'Administrative' tab
6. click 'Change system locale...' under 'Language for non uni-code applications'
7. If a dialog box (User Account Control) appears to ask your permission to continue, Click 'Continue'
8. click 'Japanese (Japan)' on drop-down list
9. click 'OK'
10. click 'Restart now'. System locale has been changed. You must restart Windows for the changes to take effect.
If Japanese was not in the drop-down list:
* click 'Start' then 'Control Panel'
* click 'Check for Updates'
* click 'View Available Updates'
* find 'Japanese Language Pack' and install.
All my games operate under Windows 7 but some programs made for Windows XP will not run under Windows 7. If you experience that problem you could download 'Windows XP Mode' from Microsoft's Windows 7 Compatibility Center.
For Vista
* See Win7 (The procedure is nearly identical.)
For WinXP
1. click 'Start'
2. click 'Control Panel'
3. click 'Regional and Language Options'
4. click 'Languages' tab
5. check box 'Install files for East Asian languages'
6. click 'Advanced' tab
7. click 'Japanese' on drop-down list
8. click 'Apply'
9. click 'OK'
10. You must Restart now. System locale has been changed. You must restart Windows for the changes to take effect.
You may be prompted to insert your Windows disc.

Would be nice if a fix for Japanese language was done for those that don't have the two most expensive version of Windows 7. Because as of now like Anyien mentions there are very few games that are still playable with Applocal..

All versions of Windows 7 support Japanese locale AFAIK. And I've got all of those versions for free. Just sayin'.
