Artist wanted (name, books, etc.)

Hello there,

I've just stumbled upon those two pics:

I've seen quite a few of this artist's illustrations, but I don't know who he is. So does anyone has a name for this artist?
(Note: I guess it's his name in the pictures, and I tried to decypher that, but I've only started to learn hiragana a few days ago and it didn't seem to make sense...)

Moreover, any other information would be appreciated:
- Website;
- Name of artbooks (if any);
- Torrents or uploads for said books, or works, etc.

I only know that it says hokkeurufu (if you write it in romanji), but I don't know what the first and what the last name is. Maybe hokke urufu? Don't know... Ask google Feather Kawaii 3
