Using proxies and clearing cookies would probably do it. Be warned though, that a lot of proxies restrict downloading certain filetypes (like .rar files), and even those that don't, you probably won't see very good speeds from.
Maybe Tor?

Use a different service, I'd say.
There are a lot of services who allow bigger uploads and have no limits.

hmm...upload service such as share.am has no limit, AFAIK.
maybe it's just me, but has never refused me over DL limit...
