That depends on whether or not the doll is legal.
If a doll is illegal, but you find a maker who is willing to produce a doll for you, then you'd be looking at an inflated price. I have doubts that you'd end up saving any money going for a smaller doll. A doll made after most of my drawings here might fetch prices higher than the legal adult versions, or at least end up costing just as much.
I don't make dolls, and I'm not looking for someone to make a doll for me, but making these dolls just large enough to offer three holes and lowering the amount of realistic detail would pretty easily make these dolls, as you point out, more economical in many ways. Aside from these dolls being shameless pedophilia, sex doll economy with no losses to quality is one of the driving concepts.
Basically, these dolls would be decoys, surrogates that distract monsters from the real thing in addition to offering a bit of fun to people who are not themselves rapist monsters, yet still find the dolls appealing. A real kid must be protected at all costs, and besides, these doll's would have holes you could actually use, making them (imho) much more appealing than attempting to engage a brat, which is not only morally wrong but physically unsatisfactory. A baby is cute, but not sexy. These doll concepts are an attempt to achieve the impossible by combining sex appeal and adult organ depth with baby cuteness. I believe that only a toy could ever achieve that.
In other words I see nothing morally wrong with having fun with toys as you please, regardless of the nature of the toy or the nature of the fun (albeit harmless), but mark me when I say that these things would not be cheap if they existed.

What started as a joke among our design team only proved that the lead designer here at 4toys is a psycho. Once the prototype for our new economy line "Chubbette" doll was ready we couldn't wait to try it out.

I did something for everyone with this project. I really liked my character when I finished her, and didn't want her to be alone. I also wanted as many people to enjoy it as possible, so I attached a little boner to her, obviously, and then duplicated the girl. Then I decided that since all of the work was duplicated at once, I'd make an acceptance statement since both folders had everything.
Since the highlights were mirrored on each twin, I had to put a light source between them so that the shadows would make more sense, and added the "magic" symbols as a light source.
I hope everyone enjoys my work.
