I figured it out. It wasn't my region settings at all, since those have been listed as japan for forever. Turns out there's a separate section to change all non-unicode characters to japanese in the advanced tab (which no one had ever pointed out in any guide or instructions I've seen before this point). Once I changed that, I was finally able to boot and play the demo.

Do you get that screen with the older girl in the school uniform? I can run the game fine, it only crashes with applocale, but it always shows that.

It's a law over there. They don't have a choice. Lots of push (and push backs) for getting rid of a huge degree erotic categories as they are considered offensive to women, but so far no go thankfully...

Yeah it's annoying to the rest of the world, but Japan has always been weird.

It's not just them. Porn is considered taboo in a lot of places. It's heavily regulated in most Asian countries like Korea and China. In the EU a lot of stuff doesn't make it through their stupid council board thingy, but at least that's pretty harsh on violent content too. I think Germany is particularly harsh, I remember reading about it along time ago during the whole removing nipples from Age of Conan mess.

In the United States they're lucky it's swept under the rug more than actually censored, but you won't find it on prime time, it's hidden in stores, it's a death sentence to release a game like it in a physical store, there was an utterly fucking unnecessary push by all major credit card companies and pay systems like paypal to chokehold the porn industry... it's like what the fuck.

If you think about it the internet/torrents and the viability of alternative business models (like youtube-porn sites) is probably the only reason we still have porn. That, and the fact that it's so rampantly popular... it'd be like banning alcohol in United States... Actually, I'm pretty sure the only reason there isn't an official ban on porn in the US is because it'd be the death of its government and they know it.

Anyways.. I'll wait eagerly for the less censored version to release... probably in the top 3 of my favorite circles right now.
