Well, we are kinda entering a grey zone on this subject.
In some countries like, let's say Denmark, the jury is still out on this question. The neighboring countries Sweden and Norway has very strict laws on the subject.
Some nations consider drawn pornography involving minors, to be a victimless crime, but other countries say that lolicon and cheese pizza is one and the same.

The following countries have toughened up their laws in the last 10 years and you should be carefull
if you live there:

-Norway
-Sweden
-The U.K
-Italy
-Netherlands (Mostly in cases of cgi and 3d renderings.)
-Canada
-New Zealand
-Australia
-South Africa
-United States of America (State laws differ.)

Concerning you statement I completely agree and share the same ideal. Lolicon is fantasy, art, subject of pleasure. It isn't and won't harm anybody. Moreover the look of an anime-style loli is not in existence in RL.
