This is true. But sometimes it's a fake age. Have you ever played "Come See Me Tonight", the H-Game? Some of the characters didn't really fit the age description. Some just localize it to the US and just say they're at an adult age.
And Anime's a different story. It's not hentai, so they're free to say ages.
