Error when running certain lolicon exes

Many games from this site and from torrent collections give me this error when I try to run the exe in the folder. It doesn't even give me a proper error message so I don't know what to look up on Google. Is there some file, or shell, or something that I can download to make these work?

System region is already set to Japanese, I can play games that run off of isos (like Wanko to Kuraso) just fine.

That's 7. Have you tried running in a compatibility version?

I am using Vista. I've tried running with compatibility for XP, 2000, 98, and NT. Same error every time.

Install applocale and run these programs with japanese locales. Got the same error with XP some years ago.

This is a KIRIKIRI engine error. It happens when your locale isn't set to japanese when you try
to run a KIRIKIRI game. Applocale works in about 70% of the game, but the newer ones need
actual japanese locale.

Catboy, good 70% of all hgames these days use that engine, it's already weird that someone doesn't know that.
