While it's true that Catboy's recent drawing does not show the result of careful step-taking, he may have actually tried to do it, so we should at least give him the benefit of the doubt. The only advice that can be rightfully given is to keep practicing with that specific method and improve to the point where further progression can be made.

Rather I'm using pens and pencils or photoshop I always do it the same way. Lay down the frame in a different or lighter color, then i lighten it up via eraser or transparency, then using a pen or new layer I trace carefully over it. But my new lines are never as good as the frame nya.

I'll disagree with Sparkster that the head is rounded like that, the skull is actually a very flat thing if you discard the nose, if you're going to use guidelines, you're better off using straight, parallel lines, or you'll gunk up the drawing, because it's key to keep the eyes, nose and mouth on parallel action lines.
The biggest thing I suggest you do is lower the eyes so that the base of the eye rests just slightly above the nose, then lower the hair just a bit as well; also, make the nose a smaller. I was trying to construct a little diddy, but my tablet and I aren't agreeing with each other right now.
As far as transference goes, I have a teacher that says to draw lines even on the final extremely lightly, just to make sure everything is right.

There is a possibility that half the problem in your finishing is that you still think in terms of 'lines' rather than 'shapes', this distinction is a major reason I ceased using the word 'trace' and replaced it with 'cleanup' as it keeps the mental barrier clear that it's still the same process as the sketch, you just have some guides in place.
I'd really like to see some your sketches that you insist look so much better than the finished product.

I request this, as well. If we can take a look at your sketches and how you approach each of the steps, we can properly identify areas that need improvement. So far, I see it mainly as a dimension problem. If you can get the shape of the head right, the details will become second nature.

Anyways thank you for the help, In the mean time I'm practicing trying to get the skull frame right using both sparkster and J-dashes advice. If I continue having excess trouble I will try sketching up a frame specifically step by step and putting it up here since as you suggested that may help nya. But I have no scanner, no camera, almost everything I own is broken. So really right nwo my only way to put pictures ont he computer is Via tablet.

She was very kind and helped me for hours. We stopped once I put on the basic coloring.
I think a lot could be improved. So far everyone thinks different things are great or awful about it nya. Some people like the mouth, some don't. Some think the ears/lack of are fine some don't. Some think the skin tones cute some don't like it against the hair (no one asks me to change the hair! Racists!)
Anyways I didn't think it was good enough to post. But ABC practically insisted nya.

Definitely better.
One simple thing to note is that real eyes are inset from the brow and nose, so the far eye will always be closer to the appex of the nose in linear 2D terms, wheras you've got the opposite happening there, which is really odd looking.

But still she was incredibly helpful in improving some tecniques.
Also the program I use is incidentally a program she gave me.
It's called open canvas and it's like photoshop meets ms paint nya.

Tiny face is tiny. Honestly, you're starting to get into Lienfeldian proportions when your neck is almost wider than your jaw.
This is going to sound odd, but just try drawing some full body bald and naked people (no big hair, no shoulder pads, no cut offs) so that you can get proportion down, as oddities will become very obvious to you and will naturally become second nature to avoid.
Also, you don't need to ever 'convert' a file to a different file type, most programs will let you 'save as' and select a different one under the file name field, and if they don't, just open the file in a different program that does.
