Someone is going to have to stand up to Bush on this. The law that you are apparently referring to, the obscenity provision to an older law that was added, flies DIRECTLY in the path of numerous decisions by the Supreme Court in the COPA and CPPA cases!
They specifically said that 'virtual' you-know-what was legal, because no child was used in it! Bush is stretching the law WAAAAAAY past the breaking point, and so are the sock puppets in Congress.

Even if Bush does make loli illegal, I'll still look at it. I'm not afraid of him. But with the way things are going, I bet it will stay legal. I dont think the supreme court will want to bother with the trouble of making it illegal since it violates the first amendmant.

I think the majority of it has to do with the people who allow people to host the stuff would be labeled as pedos by the media and such if it ever came to a court trial because the majority of the world couldn't tell the difference between a child molestor and someone who looks at lolicon if their life depended on it.

Read the warning on ASSTR. They specifically say "We have consulted with our lawyers, and the PROTECT Act does NOT apply to non-real visual depictions of children in sex, OR stories."
They are hosted right in the United States, so I think they and their lawyer know what they are talking about.
As I have said before, Bush is pushing the law past the snapping point and then some. Someone, somewhere is going to have to stand up to him, and challenge him on this!

Maybe because there is no difference. I am getting tired of people saying there is a difference, if we are going to defend our rights, we are going to have to ally with people like NAMBLA and NAMGLA, who are preaching pretty good common sense.
