Here is a small but very usefull program I've found.
It runs allmost anny program in most language-modes WITHOUT having to restart windows every time.
Just folow the included instructions.

We all know Applocale, its in the FAQ. You should have rather included the link on it on microsoft.com, not everyone just wants to use a program upladed by a stranger.
