Tried changing name of .exe, got it to "react" but some unknown error thing came up

What error are you getting?
can you take a screenshot?
Anyways, I'll list some things that usually work.
1) Is the folder in Japanese? If so, rename the folder to an english name.
Reason being, if you're using a English based windows OS
if the root folder is in a different language(Unicode) than it can't run the exe in that folder
2) Can you change your OS to have Unicode for Japanese?
This will fixed most problems. I have my always in Japanse Unicode because most of the things I deal with are in Japanese.
