The artist is Cura.
You can use the site hxxp://iqdb.org to find answers to questions like "who's the artist", as follows:
1. Bring up hxxp://iqdb.org (you don't need the hxxp; see first screenshot).
2. Click ""Browse..." to select the file of interest (or, if you have a URL, paste it into the "Source URL" box).
3. Click "Submit".
It will then search the various sites that you see listed, and present you with thumbnails of all of the images that it finds (second screenshot). It may or may not find variations of your file. You can then click on one of the thumbnails to take you directly to the source. You probably already know that sites like Gelbooru and Sankakucomplex have image tags, which usually include the name of the artist.
If it can't find your picture (which happens sometimes), then it will offer to link you to SauceNao, Google Images, or TinEye. Sometimes SauceNao will find a match on Pixiv or other sites; sometimes it won't.
Incidentally, when I did all this to verify my little procedure, then I was chagrined to find that my original post was a reduced-size version, so I have taken the liberty of replacing it with a larger version.
