Ok, first off, I'm trying to find a way to play newer games without having to restart every time, so I thought I'd try a program recommended from around here. See if that helps because AppLocale refuses to run newer games.
I've tried following the instructions from the above link and looking up tutorials on YouTube to see what I'm doing wrong and from what I've seen, it only takes a couple of seconds to actually install the program once it's been opened and placed in Program Files on the C:/.
But for some reason, it just won't install. I click on "Install" and it just sits there. Wtf!?
I've installed and am trying to use v0.92 (as per the above link) which is the recommended version for Windows 7. It doesn't say any specific version of Windows 7 to use, so I assume it would work fine on my 32-bit system. But it doesn't...

Well, you don't have to restart every time if you leave the system locale as Japanese.
Apart from the "\" looking like an yen on some text editors, and a few installers detecting your system language wrongly, I haven't had any serious problem using Japanese locale for the last couple years.

I've been looking around for possible solutions and I've found what I was doing wrong. Windows is funny in that, even though there's only one User, it's still NOT the Administrator. And because I had it under Program Files (as suggested), I had to run it as Administrator. -_- (Boy, I feel dumb. xD)

I believe you can change your user type to Administrator to avoid that.

That's the thing. User profiles and everything say I'm the Administrator, but still has all these errors whenever I play around with files under Program Files.
