Have you tried running it on Compatibility Mode? I've run into issues with other similar games where it just won't work on newer Windows.

Change language of your PC to Japonese with Region,your PC will reset and try the game with Administrator privilage.

Change language of your PC to Japonese with Region,your PC will reset and try the game with Administrator privilage.

The simulation game was solved by using Administrator privacy. But the highlight scene in the appreciation game is still black screen.

Have you tried updating your Locale Emulator? I remember this happening to me with the sisters game and it stopped happening when I got the latest version

That its not rangeki dipper doll,you have another game.

It is Rangeki Diaper Doll, I have two copies of Rangeki Diaper Doll that I've tried and taken directly from this thread. The first one I tried from the first page of this thread which just showed a picture of the girl with white shirt and blue skirt on like I showed in my screenshot. I asked about that issue in the thread with no answer. Few years later I check back on the thread, I see lawlie shared all the Ekkikon games in a torrent.

Then I tried his copy of Rangeki Diaper Doll, code RJ17557, same code for the Rangeki Diaper Doll on the first page of the thread, same issue comes up again, white girl with blue skirt on with big red japanese letters and nothing else I can do, no way to play the game. And I know it's an Ekkikon game for sure because when I first open the game's .exe file you hear the little girl saying "Ekkikon" like all the other Ekkikon games.

So if that isn't Rangeki Diaper Doll then both the creator of this thread and lawlie have shared the wrong game or "another game" but I don't think that's the case, there is something wrong with the game, something not letting me play Rangeki Diaper Doll in particular.

EDIT: Found the solution to this problem. For Rangeki Diaper Doll in particular you must right click and run it with latest Locale Emulator to get the start button to appear on Windows 10 at least (maybe it's certain Windows 10 builds/versions that cause this problem). For other Ekkikon games I never had to run them with Locale Emulator so I didn't expect i would have to with Rangeki Diaper Doll either and I think the previous Locale Emulator version I had may not have been compatible with the game or something, using latest Locale Emulator now.

And I do in fact have the right game, this random girl with big boobs, white shirt and a skirt on from my above screenshot is just there at the start of the game and a 'Start' button will be below her, that 'START' button was just missing for me before I ran the game with latest Locale Emulator version.
