I'm on win 7 64, japanese setting, tried with and without applocale, in admin and various compatibility setting, don't change anything. Using the no-cd patch as well, tried without too.

It's a known fact that games like this cause 64bit systems to throw a strop.
Seems to be mainly this and Rental Girls, though. Usually it seems to be an Unsigned/Invalid Driver error.
Anyway, further trawling led to me to some instructions, not sure if it will help at all as I don't have this anymore.
First things first, though. It's important to actually try to load the game. It will likely fail on 64bit initially, but it's somehow important. As is the 1.095 update.
Anyway...
While this method worked for me, you may find some steps are not necessary on your system.
I found that Windows 7 makes not only loading unsigned drivers difficult, BUT even if they do load, they wont work. So this method is broken into two parts. The first parts deals with actually loading the unsigned drivers, The second deals with getting them to be accepted and working.
LOADING UNSIGNED DRIVERS
This for some can be straight forward. At boot up hit F8 and select the option in the menu for unsigned drivers. This will allow you to load the drivers. However on my system I couldn't do this and instead got BIOS boot options. So another way to allow loading of unsigned drivers is
1. Open Windows 7
2. Press Win+R keys together to open the run dialog box and type - gpedit.msc
3. Expand the folders in order or <Administrative Templates> - <User Configuration> - <System> - <Driver Installation>.
4. On the right you will see a icon <Code Signing for Device Drivers> , double click that
5. Click <enable> button at the top, and <Ignor > at the bottom to ignor any signature check.
6. hit apply, ok and close everything
7. Reboot
Now the computer will load any drivers anytime.
This solves loading the driver. I still found Windows 7 would not allow the drivers I loaded to run.
RUNNING LOADED UNSIGNED DRIVERS
I found a neat program that will allow the unsigned drivers to work. Basically its a method that allows testers to test drivers without going thru the dramas of getting a signature from M$. The program is found here, search for "Driver Signature Enforcement Overrider 1.3b" or "dseo13b.exe". It also can be found with a google serach.
The load instructions are simple. As usual TURN OFF UAC.
1. Run dseo13b.exe program
2. click "enable test mode". This allows 64 bit Windows 7 to be used for testing drivers
3. I rebooted to be safe, and you will see a faint test mode print in the corner
4. Now open Device Manager and find the location of the unsigned drivers that wont work, by expanding Properties and Driver Details. Your looking for something like C:\Windows\System32\drivers\xxxxxxx.sys
4. Run dseo13b.exe program again
5. This time select "sign a system file" and put in the location of the file you found in Device Manager
6. Repeat for all files in question then close. You have now assigned a signature to those files
7. Reboot
If all goes well, you now have your unsigned drivers working and all is well.
End of story. Hope this helps

Thank you, worked for me, i just added the STEC3.sys in my system32 folder and added it to dseo13b, and now the game is working on my windows 7 64, i dont have the "loader couldnt initialize service" anymore.
I find trying to combine every known fix to be of some help in most cases.
I really do hope this helps. I remember loving this game. I should try to get it again.

In the first part, despite being on Win7, run could not find gpedit.msc, and for the second part, what does it mean by "turn of UAC"?
This game doesn't work for me either. I'm using Windows 8 64 bit. When I click the EXE nothing happens with or without the No CD patch. No error message. Nothing... Japanese Local is on and it works with other Japanese-local-only games so I know it's not that... and I've tried all different compatibility modes and I've tried running as Admin. Still nothing. Any help would be appreciated.
gpedit.msc (Group Policy Editor) is not included with Win 7 RTM, Home Premium, Home Basic and Starter. Here is an alternative way to do that step for those OS.

stands for User Account Control, it's something microsoft has to prevent accidental system edits or something in that line.

I registered it with the program on both the system32 and the sysWOW64 folder but without luck (rebooted the computer efter each time too). Anyone got it working using that guide??

Just about the same here. I'll probably just go and install the game into a virtual Windows XP installation, might work in there.
Doesn't work for me either (windows7 64bit) tried everything on here and on hongfire.... can't even install the patch
(edit) Seems something to do with STEC3.sys service. It won't start. I get system error 577 (its not signed but yet i've signed it) when trying to start it (net start stec3)
It doesn't work anymore because my SMEGA account has been shut down for "repeated TOS violations".
I have no recourse for this garbage.
I can only wish you luck in finding this anywhere now.
For users of systems more advanced than WinXP32-Bit, it will not like this game and outright refuse to run it. It may be best to try it through a VirtualBox type of thing.
