I downloaded, and all I got when I decompressed the 50+M zip file was a 89k jpeg that was an advertisement for a site...

Well then you didn't look properly. There is a folder with the game next to that pic.

Was no folder when I unzipped it. But, I shall give it the benefit of the doubt and dl it again, and see what happens.

EDIT:
Once again, I downloades and unzipped it. and i got the exact same thing as before, a folder with one .jpg in it. NOTHING else with it.

Very curious. The first thing you must ask yourself is: did I get the complete file or was the download terminated early? The file is 59.4 MB. Use the "test archive" feature in your extraction utility to check the integrity of the downloaded rar file.

Next, ask yourself if your extraction utility handles '.rar' files... this is not a 'zip' file.

For the final question, ask yourself: Do I have Japanese language support enabled on my computer?
The file name of the folder containing the game is "[同人ゲーム][070523][おしゃれ][肛姦魔]koukanmaDL" and you will surely need Japanese language support enabled for Windows to resolve those Japanese characters. Use google if you are unfamiliar with language support settings.
